users need the ability to see all cluster they have access to
when creating a space, there should be default environments, but the user should be able to optionally override those defaults before the space is created
space owners (can collaborators too?) should be able to view environments associated with a space
space owners should be able to edit environments after the space is created, but we need to understand these limitations

I'm not sure if something in here is a duplicate.

@joshuawilson The Invision links in https://github.com/openshiftio/openshift.io/issues/4199 and https://github.com/openshiftio/openshift.io/issues/4200 are showing the screens for the current OSIO UI.I am not sure,if they are relevant anymore.The Invision link in this Github issue has screens for the new OSIO UI and Navigation. FYI @serenamarie125

I guess as long as we implement the new navigation first that is fine.

Should the other issues be closed?
