Subsection SHMEM_REDUCTIONS should be ordered last? #383

In the document, section 9.11.7 SHMEM_REDUCTIONS is ordered between COLLECT/FCOLLECT and ALLTOALL, ALLTOALLS. Should it be? I would prefer a reordering where SHMEM_REDUCTIONS is the last subsection.
