AC_PROG_CC([oshcc]) needed if CC=oshcc so OPAL script picks up pthreads
AC_PROG_CC([oshcc]) must also be moved to to before OPAL_CONFIG_POSIX_THREADS
Added AC_SEARCH_LIBS([ceil]...) to pick up -lm for spec-examples
These changes are not needed in SOS, because CC/CXX/FC are standard compilers and -lm is already included via the check for ceil()
