drop NEWS file from EXTRA_DIST #31

The SOS RPM build fails in PR https://github.com/Sandia-OpenSHMEM/SOS/pull/1106 (that PR moves tests-sos to a git submodule).

There is no NEWS file for tests-sos, so the fix is to drop it from EXTRA_DIST in Makefile.am.
