Remove DevelopmentProposals/ (unused) #3715

Follow up from #2743

This folder has been unused since then (the only change was to shuffle it around). Lets just nuke it.

I have no attachments to this folder, although it was created before I was a "real" OpenSim developer.

My opinion: it would be nice to have a formal development proposal process (with instructions in CONTRIBUTING.md), but it doesn't need to live in opensim-core.

@aymanhab, @carmichaelong, @tkuchida, thoughts?

We tried this back in the early 1500s and notice that there are only two of them. They took a lot of time and I think there are better tools/processes for making API design decisions. :zebra:

Agree with removal, it never materialized and generally doesn't belong in code base. 🔥
