Ensure that all Force elements compute and output their potential energy in order to perform accurate energy accounting in OpenSim #3776

We must enable users to perform a correct energy balance to build trust in OpenSim and currently all spring like elements in OpenSim fail to return the correct potential energy stored in them. These include at least the following Forces:
