Improve raster styling for map overlays #14

Keith wrote -- In map view the elevation range in the legend stops at 2000m when elevations go to ca 4500m. we need to be able to truncate the range, but it should be truncated higher (3000m will probably work for most purposes) if that what is going on. (Precip in PaleoCAR needs to be truncated lower at ca 1000mm)

The science team will need to provide the desired styles in SLD format.

The issue here is what will the map default to for the range of values in the legend that dictate the colors. Implementing the overlay range will allow people to change that. Right now, it appears that we have a mixture of something set in the metadata and the data range.
Paleocar GDD 0-6000 (as it is at present) Paleocar Precip 0-1000 Paleocar Niche 0-1 (OK as is) LBDA -6 - +6 (as it is at present) PRISM min/max temp 0-100 PRISM Precip 0-2000 Elevation 0-3000
