Test in Windows w/ outlook Replace with simple mailto url.

The onClick -> create <a url="mailto:"> -> click <a> doesn't seem to work on Windows. Tested on Windows 10 for both Edge and Chrome.

Turns out it's not the approach having compatibility issues, but simply the length of the url is too long after attaching the encoded state data. With that part removed it's working now.
