Allow the user to turn on or off the uncertainty ranges #157

This is already possible by clicking the two labels corresponding to the upper and lower uncertainty values. User must click on the two labels independently due to how the "area chart" look is implemented. When we use chartjs to re-implement the chart thing could change.

Add another toggle control that shows/hides the two area plots.
