Change control map tools to support selected, available and change options #171

  1. Display 3 radio button options: Selected, Available, and Change.
  2. By default (first visit to map or graph view), it will have Available button selected and show the selected model’s overall area and an outline of the selected area or the point selected on the Discover page.
  3. Clicking the Selected button would show a blowup of the area selected (and outlined) with a small buffer around the area or or the Point selected with a 1km
