Icon button tooltip unreliable behavior. #189

From @kintigh: On Dataset Cards on discover page, the mouse-over on the icons below the maps works poorly. Sometimes no label is displayed when the mouse is over an icon (especially provenenance).

The tooltips on icon buttons are from a third-party library and are used exactly as their documentation suggests. This is likely a bug in their library, in which case could be tricky to fix.
