feat: add Terms of Use component (WIP) #117

create terms of use modal dialog component and add it to the header Links
refactor Links to iterate over links data structure
still running into a bug where accepting the terms of use generates console errors

Uncaught TypeError: el.hasAttribute is not a function at VDialog.ts:244 at Array.find () at VueComponent.onFocusin (VDialog.ts:244)
