Set default basemap to something neutral #147

Currently, we are using Esri.WorldTopoMap as the default basemap, but it includes colors (like green federal land) that interact with mapped layers above. I recommend switching to CartoDB.Positron or even Stamen.TonerLite as the default basemap.
