Extend the resume flight envelope #66

The current envelope for resuming flight is too narrow. Expand the radius to resume flight so that study level airliners can load in at nearby airports and resume flight rather than tracking back to the exact last known location and altitude.

Making the resume criteria easier, sure. But resuming at an airport instead of mid-flight? Not sure, would be a bit unfair for say flying in densly populated areas compared to in the middle of the Atlantic. Also how would yet another takeoff and climb affect your fuel? Don't plan to expand the fuel envelope checks that far on resume since you are mid-air and can't purchase more.

If that's what you want, land at the airport ... that will end the flight but OpenSky doesn't care. You can resume from there and the jobs can still be completed as normal on the next flight. You can even unload the payload there and pick it up later if you want.

The rest of the improvements will come with #79, the different airport for now is not. Hopefully we can improve the auto position back into last flight position code for xplane to solve this better.

That would be fine, that way you can load in at a local airport but onair always was annoying with xplane because of the complexity of where the aircraft are coded. Many are coded outside xplane similar to the Fenix. As long as the radius it greater, we can resume the flight much easier. I think right now it seems to be like .15km
