Update pom to use more parent properties #1

@splatch so I forgot that I also made some modifications in this PR to resolve an issue with jax dependencies. I would suggest we merge this so that the assembly can be made to work again, and we improve the dependency management in a subsequent issue.

I've tested your changes and faced two glitches which after fixing resulted in working assembly. Will try to update PR.
