Replace Human Services Agency logo with County seal #56

The County Human Services wordmark on the top left should be replaced with the County seal. County seal is attached here. county_of_san_mateo

I resized it down to 128x128 pixels, how's this look?

Note - I'll probably reduce the size a bit / move it when I start the mobile optimization.

Resize the attached logo to 128 x 128 and replace the current Health System logo on the opening page. The result should be just the County seal as shown in Rohit's screen capture above.
