Upgrade DLT and Duckdb #2441

This pulls the latest versions of dlt and duckdb. I don't think it was related but I also fixed an issue I found with dagster + dbt when trying to test everything and also disabled the schedules automatically when starting.

I think it's better if we elect to have them for now on the UI (except the alert schedule... that's something that should always run). Just something to note when testing @Jabolol. If it becomes a major annoyance we can figure out a better way to deal with it in a more IaC fashion (IaC for prod, elective elsewhere) but I think this gives us the most flexibility.
