[SERIALIZATION] Serialize Borker info in Clusterinfo

此 pr 將 Broker 資訊序列化以確保能夠得到 Broker 設定

為了實現比較 Broker 的方法，目前的作法是透過

• 新增 BrokerImpl, DataFolderImpl 這兩個 record
• 覆寫 Config 的 equals()
