update #1240 dependencies in Pluginbase #1331

replace Eclipse Aether with Apache Maven Resolver as the artifact is relocated to a new repository

This pull request contains changes to email templates, too. They should not be in this PR

To link the commit to the issue, the issue number should be separated with a space from its surroundings and it must appear in the commit message.

There are further aether dependencies, e.g. in the PluginBase and Shared modules. If we replace them, we should do it altogether.

Also, some of the classes and methods we use are deprecated now and might be removed in the next major Apache Maven Resolver version.
