Develop a Schema for Repo Descriptions

The Schema will define all the filters added per the criteria to be displayed.

Required:

• Descriptions are required and limited, by default, to 75 characters.
• A repo must have at least one star

Prefered:

• Tags are recommended
• ReadMe is recommended (future implementation substituting description requirement for readme)
