Enhance English text and French translation #35

Review content in English and French to enhance localization of the content :

For instance : Council (en) <-> Commune ou Ville (fr) ...

As per @tryggvib, we won't be translating the datasets (right?). That being the case, we should use the French descriptions of accounts/subaccounts, as in https://openspending.org/cm-yaounde6, and not English ones, as in https://openspending.org/cm-tignere, right?
