Fix the Transparency Index map's legends #37

When you enter the budget transparency index for Adamawa (http://cameroon.openspending.org/en/bti.html), you see:

budget transparency in the adamawa region cameroon budget inquirer

These looks obviously broken. Probably a missing CSS somewhere.
