Document data model #47

There're many places on the dataset that we mix English and French. For example, the accounts' descriptions are in English, but the regions names are in French. For consistency's sake, it would be great to pick a language and stick with it.

The cm-budgets is already on https://github.com/openspending/cameroon.openspending.org#cm-budgets, the cm-investments aren't yet, because we haven't decided the model and they changed their model on 2013, so that'll need more work.
