Add Investment/Current button for councils dataviz. #50

@pzwsk What this would control? Could you point me to the specific column in cm-budgets it'll filter?

This is done. I ended up fixing some other issues as well. Before these changes, when you viewed a council that had no budget or actual data, it wouldn't show the Budget | Actual buttons. This is somewhat OK, as you don't want people to click on an option and end up seeing no data, but then there's no way to know if what you're seeing is Budget or Actual data. In this case, instead of hiding the buttons, I've left them disabled, with the one being shown active.

For an example, check http://cameroon.openspending.org/en/council.html?name=Edzendouan#/~/total--2011- . Both Budget | Actual and Recurrent | Investment buttons are disabled.
