Add the revised Cameroon OpenSpending guide to the contribute (or other page) #51

Add to for example: http://cameroon.openspending.org/en/contribute.html

I think this should live on the site as full text, not just a link to the Google doc @pzwsk

I prepared the page in French here http://cameroon.openspending.org/fr/contribute_new.html. HTML formatting is quite ok. I did not added pictures available on GDoc though. @vitorbaptista could you help on that ? . Also CSS styling does not allow for bold and italic tags. Why is that ?

Still need to translate into english.

Website is not updating anymore after a github commit. @vitorbaptista

@pzwsk The problem was because of GitHub updated GitHub Pages with an incompatible change. I fixed it and everything should be OK.
