Add a sort selection to the title bar
Support sorting comments by
- newest
- oldest
- most votes(When the amount are the same sort by the newest)
- most thumbs up(When the amount are the same sort by the newest)
Implement a disabled status for unavailable option

- Hide 0 balance accounts
- Show voters' comments only
- Show DV delegates only
- Hide [Deleted] comments(checked by default)
Implement a disabled status for unavailable item
Show the amount of activated filtering rules
