feat: order votes by chronological order #4513

Right now, "nested" and "flattened" votes are fixed to being ordered by voting power. Would be great if there's an option to view this in chronological order instead, this is currently the only reason why I have to switch back to using Polkassembly occasionally.

You can switch to vote calls view to check vote action by time desc.

I am aware of the calls view, but it doesn't work very well for votes with large delegation.
