Fix slices that serve logface data and filters for filtering through them

Add slices that will serve the logface with the correct smsEvents per module. changes: SelectLocationFilter:

• fix bug: Set options should be called when there is a prop change in some of the props SmsEvent ducks
• Add types that describe data from new slices.
• Refactor reducer slice to store the new data separately as LogFaceEvents
• Refactor selectors to work with above change (ripple effect to selector in patient details)
• Adds fixture data Config/Settings, SmsEvent ducks/ RiskColoring
• created lookup creator functions, these functions will generate information used to create select options on the logface view, and help dictate how the selectors will filter sms by risk
