Sync HF data back to correct CHW

[ ] We will need to sync back the all client registrations from both registers:
1. Family and member registrations
2. All clients registration
[ ] We will need to sync back all register actions done at the facility:
1. Family planning registration - Male and Female
2. Family planning stop/change method - Male and Female
[ ] Suggestions for how to go about implementing this is to:
1. Add a field to the family registration: a. Village - Pull the hierarchy down to the village sublocation to choose. Similar to how the nearest health facility is done b. CHW - Pull the CHW list associated to a health facility NOTE: I have not updated the data dictionary yet. I can. I just need to make sure which approach we are using.
