Update the logic in the vaccine schedule #1236

@isabelcshaw Will we need to design new screen or will the upcoming services and medical history suffice?

@paulinembabu We can adjust the vaccine scheduled to start using tasking as this was an earlier request. From a technical standpoint, its an opportunity to introduce replace Alerts with Tasks in CHW platform.

@isabelcshaw We need to add functionality to have composite vaccine conditions to close out this issue. Have created a separate issue to address this. see issue #1295
