Fix the IPTp-SP dose schedules #1540

DRC flavor, pointing to wcaro stage V1.0.0, build date 11 Nov

Steps to replicate:

Register a pregnant woman who is at least 13 weeks pregnant
Fill out her ANC home visit and mark IPTp-SP dose 1 given (using today's date is fine)
Submit the visit
Log out of the app and fast-forward the device date/time to the start of the next month, which is when the next ANC home visit will become due
Open the ANC home visit and you'll see that it's showing IPTp-SP dose 1 is due again, even though it was given during the last visit.

Here's a reminder of the 3-dose schedule:

Dose 1 due at {gest_age} >= 13 weeks (overdue +1 month)
Dose 2 due at {iptp1_date} + 1 month (overdue +1 month)
Dose 3 due at {iptp2_date} + 1 month (overdue +1 month)

I did not test this in other flavors to see if it's also an issue there.

QA done on DRC V1.0.0 production release

I think we need to look at the IPTp-SP dose schedule overall and write tests to make sure the schedule is working correctly and it's not going to break in future.

Here's what I'm noticing:

[x] When I re-open an ANC visit to make edits, it's showing that the SP dose was not recorded, even though it was. To replicate, complete ANC visit, record SP dose was given, then submit ANC visit, then re-open to edit it.

[ ] SP dose 2 due date is shown incorrectly in upcoming services page. See two screenshots below. I recorded SP dose 1 was given on Nov 18 (see medical history screenshot - it's correctly displayed). But on the upcoming services page, it shows the SP dose 2 is overdue from June 17th! The correct due date for SP dose 2 would be Dose 1 + 1 month, so Nov 18 + 1 month = Dec 18, 2020.

DRC V1.0.1 - fails qa.

I think we're using the event submission date to calculate the next SP dose instead of the date SP dose was actually given (which can be in the past).

Steps to replicate:

Fill out an ANC visit for a woman and mark SP dose 1 was given 2 months ago, or 27 Sept 2020
Submit the visit
Go to upcoming services page and look at the due date for SP dose 2
Instead of showing 27 Sept 2020 + 1 month (i.e. 27 Oct 2020), the due date displayed is 27 Dec 2020, which is the reason why I think we are using today's date (date of event submission) instead of the dose given date that the user records in the widget.

Steps to replicate:

Find a pregnant woman with SP dose 1 due right now (or register a new ANC woman and make her at least 13 weeks pregnant)
Fill in ANC home visit and record SP dose 1 was given 2 months ago
Submit the visit
Go to upcoming services page. Instead of showing SP dose 2 due 1 month after 1st dose given, it shows SP dose 2 is due 106 days ago.
