Implements scheduled plan activation

SRS Doc

NB: PR previously contained a useful hack because the server was dropping the Trigger.timing property on plan definitions

Ignored test will be fixed on another PR but being tracked at https://github.com/opensrp/opensrp-client-core/issues/836
