Add sync status progress bar #829

Add the sync status progress bar in core so that the functionality can be reused in different projects. The implementation currently exists in CHW https://github.com/opensrp/opensrp-client-chw-core/pull/452 and Reveal https://github.com/opensrp/opensrp-client-reveal/pull/778 hence the motivation to have the core functionality reusable to avoid duplication For this implementation:

[ ] Define a common contract
[ ] Add a default sync status progress bar layout
[ ] Add a base NavDrawerMenu View class
[ ] Extract and provide default implementations
