[discussion] Add ability to record new GPS points in the app for SPs with GPS points already

Use case:

• UNICEF has a lot of GPS points recorded for their SPs in the country, but they flagged that a lot of them might be incorrect, as they were recorded a long time ago on old devices.
• In the app, when a supply monitor is visiting one of these SPs, they'd like the option to record new GPS points to overwrite the old ones.
• Currently there is no way to do this, because a user can only record GPS points for a SP when the Record GPS task is triggered for that SP, and it gets triggered by not having GPS points stored against that structure.

We could either:

A) A potential solution would be to add a "Record new GPS" option in a dropdown menu in the service point profile page in the app. This way, the user does not see this as a task per se in the list, and it's hidden and out of the way unless the user actively seeks it out. If they do record new GPS, the points would automatically override/overwrite the existing GPS points for that SP.

B) Do nothing, i.e. make no changes. If the GPS points are incorrect, the user could record them another way and jot them down on paper and then update the service point GPS on EUSM web when they're back in the office. Either that, they could delete the GPS points for that SP on EUSM web, so that during the next mission to that SP, the Record GPS task would be triggered.
