Clients not assigned OpenSRP IDs #477

When a child is registered, they are tied to a caregiver. Both the child and the caregiver should thus be assigned OpenSRP IDs. Currently, this is not happening. Only the child is getting an OpenSRP ID.

Required

[ ] Implement OpenSRP IDs for both caregiver and child when a child is registered.

This is an issue with the child library. Registering a child, they do not account for the parent.
