Family member client is not being accepted by the server when synced up #45

The family member registration event is however being saved
This is because the opensrp_id is a duplicate. The first ID is being returned on every fetch

Example

Here are the IDs on first fetch: "1000000-8","0011377-9","0011378-7","0011379-5","0011380-3","0011381-1"

IDs on the second fetch

    "0011475-1",
    "0011476-9",
    "0011477-7",
    "0011478-5",

Fix

[x] Upgrade the server to v2.4.5 - requires deploying and retesting everything
[x] (Short term)Close the ID 1000000-8 after each unique id sync

The server was upgraded to v2.5.0 and the issue resolved
