HIA2 monthly report not being sent(production apk) #310

Expected behavior When a user sends a HIA2 monthly report, the report should move from the Draft Monthly tab to the Sent Monthly tab.

Actual behavior

When a user sends a HIA2 monthly report, the report remains in the Draft Monthly tab.

Steps to reproduce

On the release v1.3.3 apk, start a new HIA2 report and send the report.
