Data discrepancies on plans, where data on the app is different from data on the web UI. for Prod #1544

On the prod instance, It has been noted that there are data discrepancies. Below 2 scenarios have been reported. sample shared users are: user: pho_nma-1 user: vbdu_6.5.2-1`` vbdu_5.2.2-1

  1. the count on web UI is different from the count on the app. i.e 
    plan1: 526cc112-7df9-5da3-a3f1-36b4ae80d2f1 (completed BS task on app=38, on web UI=37)
Plan2: 617dd884-806d-576e-8f3b-7616e6ae01af (LLIHN distributed on app=68, on web UI=18)
Plan3: cec8485f-66b3-42cc-ac36-b9b107c28ef0 (BS on app = 60 with 41 tested and 19 not tested, on web UI = 0)
Plan4: e759a5f3-1688-5a91-a4c7-6016a6a73799 (BS on app = 48 with 38 tested and 10 not tested, on web UI = 0)
Plan5: 60fe5cda-99c3-52af-a9b5-5d5abd56b25b (BS on app=53 with 39tested and 14 not tested, on web UI = 0).
  2. We have these plans reported here with no data on the web UI yet they have data inserted and synced on the android device.
