Filter the ETL daily export to only the day's encounters #9

Right now, the ETL export appends the latest data to the previous export. Let's filter the data to only the new data from the last one day. Encounter ID needs to remain unique between exports, as this is how the new encounters are pulled into the reporting dashboard.
