Updating the Location/Jurisdiction Hierarchy to return structures

• Currently, structures are not added as part of the hierarchy. We would like to add these structures as part of the hierarchy.

• [ ] Update the functions loading the hierarchy to always find the lowest jurisdiction of the hierarchy. After this then search for all structures that are tied to this location.

• [ ] Make sure the default functionality is that we do not show the structures. We have a boolean param with a default of false (meaning do not show structures). When this is set to true then we fetch the structures as mentioned above.

• The assumption is the structures are always assigned to the lowest Jurisdictions in the hierarchy.
