Fix settings adaptation on Settings Resource V1

Related to https://github.com/opensrp/opensrp-server-web/issues/719

• The settings are not being fetched from the parent locations due to the location hierarchy not generated as the expected behavior.
• This is because hierarchy is created with the descendants on the Master branch.
• The solution is to build a Location Tree hierarchy with Ancestors.

http://localhost:8080/opensrp/rest/settings/sync?identifier=populate_settings&serverVersion=0&locationId=3735&resolve=true Tested - It works fine. Fetches settings from the parent locations as well.
