New Package: opensrp-ducks #202

It seems that all of the reducer modules implemented in the core client should be OpenSRP packages.

This is because chances are high that they need to be re-usable by other OpenSRP web implementations and not just the core client.

@moshthepitt When can we expect the opensrp npm scope to be created so that we can start publishing the packages.

@p-netm please create an account on NPM for OpenSRP. Work with @jasonrogena or @ukanga if you need to do so.
