[minor edit] Restore the old secpolicy anchors #23

https://www.openssl.org/policies/secpolicy.html used to have anchors on the descriptions for CRITICAL, HIGH, MODERATE and LOW. This change restores them.

Note that https://github.com/openssl/general-policies/blob/master/policies/policy-change-process.md#minor-edits mentions a "minor edit" label... such a label didn't exist, so I created it.

More an FYI: all headings in markdown get assigned an anchor. So e.g. if this were reformatted to use some level of heading for the categories, we'd get anchors for free.

I'm not suggesting we do that here, it would be more than a minor edit I suspect.
