Updated Trademark Policy with new TrademarkRegister Table (for recording trademark requests) for first review

I wouldn't use "OSSL Trademarks" as a phrase - just use it as "OpenSSL Trademarks" or "Our Trademarks" - OSSL isn't really seen as a well known abbreviation.

I'm uncomfortable with the current form of this policy and I don't think my feedback has been adequately addressed.

This PR consists of 4 commits (1 to provide the new policy and 3 updating the vote file). When it was pushed only the last 3 commits relating to the vote file got added, but not the 1 with the actual policy in it. I've now also pushed the missing commit.
