Currently just a draft of possible vote text.

The comments are explanatory and will need to be formalised into a process after the vote.

We should better define what year means: for example a customer whose contract runs June 2022 to May 2023 can get one rebrand started in that period, and if they renew, one in the period June 2023 to May 2024. I don't have a specific wording fix for it.

I couldn't come up with a wording either :) I can add a comment to the effect: once per contract year with an example.
