QUIC support is client side only (e.g. see doc/man7/openssl-quic.pod)
We should perform a detailed analysis of all MUSTs and SHOULDs in the
RFC to confirm that we have done everything.
This work might identify
further as yet unknown gaps which would need to be completed before QUIC
MVP is ready
