This is needed because jobs defined in osci.yaml can only run via func-target (see zosci-config/zuul.d/jobs.yaml in zosci-config).
Additionally, it is now possible to merge these two tests.yaml files now that the overlay_ppas tests_options in zaza has model alias support: https://github.com/openstack-charmers/zaza/pull/613
