Distribute periodic-weekly jobs across the week #132

This commit closes issue 131. It divides up the weekly jobs across the week using the new weekly-by-day-of-week pipelines in zosci-config.

I have merged in the conflicting changes in osci.yaml and merged in the commits my PR was missing. It should be all up to date now.
