Use 23.09 for OVN instead of 24.03

The 24.03 channel does not exist yet. This causes linting to fail when processing the Jammy Caracal bundle. This fixes issue 133.

Thank you for the approval! Linting passed on my local system, so I'm feeling confident it should pass. If it doesn't, I'll give it another go.
