Add weekly jobs that run on different days of the week #310

The weekly jobs currently all run on the same day. This causes the weekly jobs to contend with each other for resources, and the weekly jobs are timing out or failing due to some transient infrastructure-related issue, like units failing to provision.

I'm going to add new pipelines to the ZOSCI config for running weekly jobs on different days of the week.

I plan to keep the existing periodic-weekly pipeline as well at the moment.
